hp design jet 450c

I have just acquired a used hp designjet 450c plotter. The cartridges are the correct ones and are hp. They also indicate they are full. For some reason the cartridge light keeps flashing and every thing I seem to do will not stop it. Can any one help please.

The cartridges may be full, but they may be clogged, or simply bad. I'd suggest taking them out and blotting them on a wet paper towel, to see if they are flowing ink. If they aren't, try blotting a bit more, or giving them a firm shack to see if you can get it flowing.

My guess is that it's not detecting ink flow.
 
Very common for cartridges to go bad before they are empty on those.
