HP 4250 Win98 Driver

We installed a HPLaserJet 4250 printer on our network. I'm trying to install additional drivers for Win98 users, but it won't allow us because the driver is not digitally signed. The printer will not show up on Windows 98 machines, but my XP machines are fine.

Does this make sense?
