Gots a HP 4050N and every AM when I get to work the IP has been changed to a different IP which happens to be the IP of a HP 4300N. Printers were moved and I had to change the port the PCs print to, to reflect the new IP. Is it possible that the PC is forcing a change on the printer some how or is the answer simply some smart ass changing the IP?

Does this make sense?

most likely some smart ass, as the IP can only be set in 1 of 2 places..

on the console of the printer, through the Jet Direct menu.. or via the drivers installed on the print server, as you can specify the IP Address of the device through the main setup program.
