HP 4000 gets 13.1, clear, it feeds blank page and gets another 13.1

I have a HP 4000 not hooke to network or PC, will feed sometimes, but will get a 13.1 error with no paper in paper path, rase cover to clear error, printer will feed a blank page through printer to the stacker and get another 13.1. This will continue till I power off printer and restart. Works for a while and starts all over again. I have replaced all rollers.

Any Ideas?

It sounds like the flag is stuck that senses paper from the registration/feed assy. The sensor itself is located on the engine board and is not very accessible.This usually happens after paper is removed incorrectIt sounds like the flag is stuck that senses paper from the registration/feed assy.
