HP 2426-PWR Plus and VLANS

Hello,
I have been handed a HP(3Com) 2426-PWR Plus switch and I have been told to configure it for us. We want to have two VLANS
1 - for Data
40 - Voice
I have setup all ports except port23 to be untagged for VLAN 1, and all ports are Tagged for VLAN 40. Port 23 is untagged for VLAN 40 as it is where our PBX plugs in so the pbx can do DHCP on VLAN 40. For some reason though I cannot get the phones to pull DHCP on VLAN 40?
 
Where is your DHCP server for VLAN 40?

If it's just a new scope on your existing DHCP server on VLAN 1, then you will need an IP helper address on your router. Where is your router to route between the VLANs?
