howto - clear a tcp4 port in CLOSE_WAIT state 1

When I issue the command;

Netstat –a

I get

Proto Recv-Q Send-Q Local Address Foreign Address (state)
tcp4 0 0 holland.1748 192.10.2.124.44364 CLOSE_WAIT
tcp4 0 0 *.1748 *.* LISTEN


Is there command to clear port 1748 in the CLOSE_WAIT and put in an ESTABLISHED or LISTEN state.

The only option I have is to IPL the server.

stopsrc -g tcpip
startsrc -g tcpip
