Is it possible to drag&drop E-Mails or Documents to a connected MOSS2007 document library in Outlook 2007 while offline?

As soon as I mouse over with a document on a synchronized folder, the mouse-cursor goes "prohibited".

It is possible to add new tasks in outlook while offline, why not documents?

Because Outlook handles tasks, events, messages, etc. within its own space, storing them in the PST file. MOSS documents are external to the program and depend on the connection to complete the storage action.

The MOSS folder is "synchronized" in the sense that it will update the view once it can gain a connection to the Sharepoint store.
