You can change the colors by issuing "color <back fore>" such as "Color 07" which means black background/white foreground. I don't think, however, there is a way in NT to make it flash.
These are the color numbers:
0 = Black 8 = Gray
1 = Blue 9 = Light Blue
2 = Green A = Light Green
3 = Aqua B = Light Aqua
4 = Red C = Light Red
5 = Purple D = Light Purple
6 = Yellow E = Light Yellow
7 = White F = Bright White

The link below talks about using ANSI codes to do some interesting stuff, including Blink, which maybe Flash for you. Check it out. I know I used to make these codes to work in DOS and Windows 95 DOS but not sure about NT.
