How would you setup this up

I currently run a three node WAN using frame relay. I will soon be adding a fourth node to my WAN. Now this whole frame relay thing is secure and reliable but, it is slow and expensive as well. I would like to replace that with something secure, fast and cheap for the fourth node.

I would dearly love to setup a VPN at this site for my users (about fifteen workstations) so they can access some servers back here at the main site. At this new site I have many cheap broadband options available. I am just not sure how to go about this.

My current setup is:

Head End
A PIX 506 firewall
1760 router

Site 1
A 1760 router

Site 2
A 1760 router

The three site's are connected by frame relay. Internet access is achieved through a cable modem (600 kbps) at the Head End connecting to Ethernet0 on the PIX. Based on my existing equipment what do I need (hardware and/or software)to setup a secure, fast and reliable VPN for my new site?

I actually have a couple of VPN connections between two servers in my WAN and a vendor's server in another state that seem to work just fine. I have seen some posts where people are using their regular routers for VPN's and I've also seen some specialized equipment like the Cisco 7100 series VPN Routers. I am just not to sure starting out on this project what the benefits and pitfalls are.

Construction on the new site will be complete in July so I would like to get some ideas now while I have plenty of time to purchase and configure hardware/software. Any ideas and direction will be greatly appreciated.

Would I be able to get another 1760 router, add a VPN module to it and then set up a site to site vpn without affecting the other two nodes?
