How would I integrate a shopping cart into Publisher website

If you ware creating a professional website, then ideally you should have started out using a program made for websites instead of one that is primarily used for printed documentation.
Use a third party provider and then follow the instructions they give you. Typically that involves using their html code snippet, which you can add to your page using Insert menu, html code fragment.
