How turn pop-ups back on? 1

I used "Pop-Up Stopper" (and the pop-up stopper in the Google toolbar for IE) to stop pop-up windows from appearing in Internet Explorer; however, I found many sites used pop-ups that I needed to see. So, I changed the setting (or so I thought) and deleted Pop-Up Stopper, but now I find all pop-ups are being blocked, which means many sites become unusable.
How can I eliminate the setting that is preventing pop-ups?

I've heard of that particular piece of software doing this...try downloading this freeware utility. It's quite useful in fully removing programs that you thought were uninstalled:

Thanks for the response, but I have several uninstallers. The problem is that Pop-up Stopper appears to be gone, but its effects are not. Perhaps it changed a setting in IE? My problem is that I do know WHAT to delete and where.
