How toFlip an image after draging a duplicate of it in the same frame?

How do you Flip an image after dragging (say using "alt" on windows a duplicate of it in the same frame?

...on the layer (command/apple + T), right click > flip horizontal or vertical...

...better to have your duplicate on a new layer really, rather than the same layer if you can help it...

...a layer named 'background' needs to be a layer to transform, so alt/option and double click the layer named 'background, which will convert to a true layer...

...command/apple + J a highlighted layer will duplicate the layer directly above...

I can go to edit>transfrom>flip...

command/apple + T is for transform, which is required
