How to xcopy file to root of c with group policy

Our software vendor needs to have r/w access to a file placed in the root of c, named report.pdf. I have a server share setup, set permissions, copied file with xcopy /o to preserve groups r/w permissions to file, BUT, how to get the file to the user in the first place since the user does not have c:\ r/w permissions?

I tried to put a .bat file with command under "computer configuration" hoping "system" would take care of it, but it is a no go.

Ideas?
 
It is possible that someone in forum329 may be able to suggest an answer.
 
My bad, system and xcopy did work, forgot to set SMB permissions along with NTFS permissions. Problem solverd, thank you.
