How to wsshell.run as a user

I've got a batch file that I need to run from a webpage as administrator. The .cmd file works wonderfully when I run it from a command line as admin, but when I set the directory containing the asp file that is going to run the cmd to require authentication and authenticate as admin, it doesn't work. Doing the set command shows that there isn't even a username so I assume that not all of the profile is getting loaded for this user.
Long story short, what I'm trying to do is have PGP run and encrypt a text file when this page is accessed, but PGP is acting stupid since the user isn't configured correctly.

So, how do I get wsshell.run to actually run something as administrator?
