how to write triggers which notify a program of an update

Hi! I was also wondering, how do i write trigger in mysql, which on an insert or update in a table would send some sort of a signal or message to a program that i have running? so that i can update my cache, if that insert / update did change one of the nodes in the cache. please advice.
