A CD or DVD Reader cannot write to optical media, it is physically impossible. A CD/DVD Writer could do so, but only on empty/rewritable media.
If you do not want to write data on a CD/DVD Writer, you need to disable the Windows optical disc writing feature (don't really know how), and uninstall all CD-burning software (or restrict access to them).
You have the option to disable or enable CD recording under the Recording tab on the Properties of the CD or DVD drive.
This when enabled indicates that you can copy files to the CD. You can only enable CD recording for one device at a time.
In Group policy you have this.
Devices: Restrict CD-ROM access to locally logged-on user only.

If this policy is enabled, it allows only the interactively logged-on user to access removable CD-ROM media. If this policy is enabled and no one is logged on interactively, the CD-ROM can be accessed over the network.
