How to write a server- basics

Hello to the community.
I need a starting point to create a server which is able to make some pollings and that may respond to some calls.
The nice thing I'd like to do is to implement such server via HTML calls, and I should like to know where to start to read something about this.
Pollings and io reading is not a problem for me, but I don't know how to start a server via TCP-IP.
