how to write a scheduler program for dos using turbo-c?

i am using dos operating system. I use turbo-c to write my c programs. I want to write some sort of scheduling program, a tsr program, which will check for a condition say, every 10 minutes, and then execute a program as a result of the check.

for example, i am trying to download a file. I do not know whether the file has already been placed in the sender's outbox for me. but i would like to keep checking this and download as soon as it is placed for me. can anyone help or point me to some place where such code is available.

I think you can not use TSR programs to control/Access the activity of a Windows application.

You have to choose the Windows schedule programming.
