How to view different layers in an image if it is locked?

I have an image which has layers in it. How do I view all the images layers? It is showing the lock sign.

A visible layer can obstruct the view of a layer below. Turn off visibility (or apply a blending mode) of an upper layer to see a lower layer.

The lock icons do not affect view.
