How to use RDC to connect to a Terminal Server

I'm starting my first VPN project and I need help. I have employees needing access to our system using DSL, VPN and Remote Desktop Connection (PC and Mac). My VPN is through a Fortigate box. When I set up the client's machine using PPTP it does connect to our network. But when I start RDC to connect to the Terminal Server I get this error:

"Either remote connections are not enabled, the computer is too busy to accept new connections or network problems are preventing your connection."

The TS is set up with two NICs, 192.168.0.90,91. In Routing and Remote Connections, the TS is set up as GENERAL enabled to Router, LAN and demand-dial routing and Remote access server; SECURITY Windows Authentication; IP enable IP routing, Allow IP based remote access and demand-dial connections, Static address pool of 192.168.0.40-45, adapter 192.168.0.91 (This is a same adapter we use on the intranet to access the TS; PPP all are checked; EVENT LOGGING Log errors and warnings.

If anyone can help PLEASE do :-D
