how to tranfer user account in current w2k server to another w2k ser

I have a problem:
I have 60 user account in current windows 2000 server
I Have a new machine and I want 60 users current windows 2000 server (old
machine) to migrating (transfer or copy ) another windows 2000 server (new
machine)

but ý don't active directory

I need your help quickly
