Here's the situation. These Tie trunks are 6 wire connection at the blocks and I don't know how to test with a butt set. They are experiencing static on their lines. Any ideas?

You normally can't do a test on a tie trunk using a butt set.
If these are carrier provided ties, you would be best off to caontact them and have them test them for you.
If they are in house ties, you may want to disconect them and put someone on one end and yourself on the other, then you could use your butt set to see if you get noise, no the best test method though.
