Is there a way to test if a second web server is down and, if so, redirect to another page on a third web server?

Rewrite your error pages to redirect to the other server, they can be found under Control Panel/Admin Tools, IIS. Right click the web and click properties

Should have added click custom errors , Message Type URL and enter the address to goto.
