how to switch on/off submenu enabled/disabled?

Hi, guys:

I am a new programmer of VBA wonder which one can give me a favour.

When the mouse is at a certain cell, the submenu is disabled due to no value in that cell. After the mouse moving to another cell and there is a value there, that submenu should be enabled. However, I can't find any event for worksheet to fire submenu become enabled.
