My printer management dll, PDXPro can set the pause/resume status for any connected printer. It only uses API functions, not the VB printer object.
You could download an evaluation copy from my web site and test if this meets your needs. It includes a test bench exe so you can test it without writing any code. If it does the job, post back and I'll see if I can dig out the source code.
