How To Stop Outpulsing Users Name in 3.2

Customer is on a IPO 403 R3.2.61 When calling out on a PRI the users full name is populating as the outbound caller id name. Any thoughts on how to stop this? Customer does not want to upgrade the processor.
 
The name is tagged by the service provider, not the IP Office. The IP Office just sends the number.
 
Actually, the service providers can pass the information from the display name field. Most block it, but this provider says they can't. Avaya says that in this older release it is part of the info sent out with the call.
