How to stop e-mail from expiring?

We are moving from exchange 5.5 to exchange 2003; and our clients are moving from Outlook 2000 to Outlook 2003.

That said, is there a way to stop messages from expiring, or to make it unable for users to use message expiration? Being a business, we may not want messages to expire.
