How to stop a message from going to junk

Hi all, we have an as400 system that sends out email to our users (internal) with a very specific subject line. The problem is outlook is marking these messages and junk and storing them into the junk mail folder. We are running exchange 2003 and I need to find a way to create a rule and apply it to 500 PC's to stop the message from going to junk. Any ideas?

Is it Exchange 2003 SP2? How is the AS400 sending to the users? Is it sending SMTP email directly to the Exchange box?

Yes it is exchange 2003 SP2 and yes the 400 is sending SMTP. There is no definative from email address it changes but the subject line does not.
