License was used to configure <data> basic IP Phone(s) type 2001.
(Recommended) Purchase additional Basic IP User Licenses for IP Phones
type 2001, instead of using higher-priced IP User Licenses.

There are 2 types of IP user licenses for phones on a Nortel PBX.

Premium IP user Licenses are used for all IP phones.
Basic IP user Licenses are used for single line IP phones, and are about half the cost of the Premium Licenses.

The error is telling you that you do not have any of the cheaper basic ip licenses, so you are using the more expensive Premium user license.

If you want this error to go away, then buy some basic IP user licenses...
