How to simulate VAL board with SIP Device

We have a G650 with (among other things,) a CLAN card and MedPro and some VAL boards.

I am trying to create a VOIP (SIP or H.323) version of the VAL board, so I use it in the following way:

1. An outside call comes in, I used the DNIS to route it to my SIP "VAL board" emulator.
2. My SIP "VAL board" emulator plays its announcement.
3. When done, the call is routed to an inbound Call Queue associated with that DNIS.

This is straight-forward to do with a VAL board, but is this possible to do substituting the VAL board with a SIP device?

Any setup tips (or reality checks,) would be most appreciated.
