How to shut a site down

I am building a internet site with a sql server back end. I have to refresh my sql files. How can I auto shut my site down while my sql server files are refreshing?

I am only refreshing my item files which are only select queries. I won't be clearing any files that the website us using to write to.

Stop the webserver in IIS.

Right. I wanted to know if there is any way to do this under program control? I can do it by hand.

Some sites bring up a notice, this site is temporally down message.
