How to show emp's with and without cert codes

CR V9. Tables: EMPLOYEE and CERTCODE

I need a listing of employees who have any cert code. I need the listing to include all employees whether they have a code or not. If they do, then the field will have a number, if they do not, then I want the field populated with "N/A". I have tried all 3 types of joins and can't get ALL employees, only those with cert codes show up. Any assistance would be greatly appreciated!
 
Do the two tables have any relation. i.e. "employeeid" ? also the trouble could be that the field is null and not returned in the query.

Do a Left Outer from Employee to Certcode, and don't use anmy filtering on the CERT CODE table.

Then create a formula such as the following for display purposes:

If isnull({table.certcode})
or
{table.certcode} = "" then
"N/A"
else
{table.certcode}
