how to show all user's cli history

Hi, I'm trying to figure out how i can view all executed commands from any user.

I have a few routers that if i type

sh history all | in CMD

I can see all commands executed by someone else.

for example on the router that this works on i get the following

router#sh history ?
all Display the full command history as in crashinfo

on the router actually a cisco WS-C6509 i can only view my history and no other user's history on any other vty etc.

i also dont have the all option with the history command.

C6509-newrouter-gw#sh history ?

any ideas?

 
How do users authenticate? RADIUS? TACACS w/ACS? AAA local?
