two phones. 9608 using h323 registered to the the CM. Generic WIFI SIP phone registered to the ASM using using a CM endpoint profile. What we are trying to do is have a tech with a desk phone and a wifi phone have the same number so they can get him wherever he is in the building. What would be a good way to set this up? I know the IP Office has internal twinning. Does the CM have something similar?

Look in the CM Feature Description and Admin guide for "SIP and H.323 Dual Registration" - "When you use an extension to register a SIP endpoint to Session Manager and an H.323 endpoint to Communication Manager, an incoming call to that extension rings at both the endpoints. The user can answer the call either at the H.323 endpoint or at the SIP endpoint." HOWEVER, this is not supported with 3rd-party SIP endpoints.

For some reason I think depending on the version of CM you have. EC500 is now an entitlement, but they always gave you 5 lic. before that.

When I read the Multi Device Access White Paper, I seems that all the devices need to be SIP (no h323). Is that correct?

Correct. MDA only works with SIP and allows up to 10 devices to be simultaneously registered.
