How to Share Applications

I have Lotus Notes 8.5. And I would like to share some applications. Right now our administrator is a general it guy who doesn't know much about notes applications. So, he has it setup so that no one can create new applications on the Notes Server.

Is there a way to save the nsf files to a network and give others access to it so that we can share it.

For example, if I have a discussion application called "Discuss1". Can I put the Discuss1.nsf file on the network and allow others to have access to it?

If so, how do I do that?

In my case i wanted to make it and it told me the database was encrypted...
 
In a word, no - you need a Domino server to serve the application to users.
