How to setup a queue like "Ticket Master" for internet traffic?

We're building a webfarm, using F5 load balancer big-ip, and 2 MS Server 2003 boxes. If the network will handle only, let's say, 250 concurrent users, how would I go about setting up a queue for the 251st person and up. I would like to have the 251st user and up go to a "Please wait.." page until traffic clears up. How would I go about setting this up? How do you think, for example, ticketmaster handles this?
 
As stange as it may sound, I would get in touch with Ticket Master IT. I would explain that I liked that feature and ask them what technology they are using to accomplish this. More than likely they will turn you on to the vendor. Tell them you will use them as a reference, they may get a kick-back.
