when there is a emergency sitiuation or evacuation the attendant should press a key which will forward the calls to VM or announcement which will have a emergency greeting.
30 years ago i overheard an operator tell a caller that she had three keys on her console.. one to collect the coins, one to return the coins and the er key to blow up the phone booth...
The only solution I can think of is put it into Nights. Have the nite dn go to a time of day definition that if it isn't past closing it goes to an emergency recording.
