How to set replication on a 2003 DC to only accept changes.

You're out of luck. 2003 DCs are read/write, IIRC. Care to say why you want it that way? BTW - Server 2008 has that option.

I knew the answer, btu thought there was still a way to do it. We woudl have a DC at a DR site, so no changes would be or need made.
With properly configured sites and services, a DC in a DR site would likely be on its own subnet, so users shouldn't be hitting against it.
