How to set priorty in trunks?

I have 8 analog trunks from 2 ISP,
Trunk 1-4 used for local calls from ISP 1
Trunk 5-8 used for DDD calls from ISP 2
If all trunks for DDD calls are occupied, then the 5th DDD call will occupy the other trunks regardless the ISP.
On the other hand if all trunks for local calls are occupied, then the 5th local call will occupy the other trunks regardless the ISP.

For incoming calls, theres no need to set priorty.
 
If I undersatnd your problem correctly what you need to do is give each group of trunks a different outgoing group ID

you can then programm your local & lon distance short codes to use the corect group.

if this is done in least cost routes you can use the fall back route to use the other group when all lines are busy
