How to send something to a macaddress

I have a macAddress from a computer without an ipadres.
I want to send something to it from a java application.
What should I do ?

I found the solution.
And the answer is...
You can't!
this is how I should work,an how the dhcp server works:
pc without ip broadcasts his mac address and "gimme an ip!"
other application listens,and gets his message,then it broadcasts back the available ip + the mac address.
the pc without ip gets the message and looks at the mac address. It recognizes it and takes the ip to be his.
