How to send SETUP ACK signal

I've a ISDN link to co,the line is ok .we want the called from co,but co said they must get the setup ack signal from avaya.I don't know how to send setup ack signal.we use s8700 cm2,co is Nitsuko.

You and the CO have to agree on the type of circuit, T-1 or E-1, and what ISDN signaling protocol you are using.

we use Tn2464BP circuit and set to E1,use isdn-pri signal.
