How to select stongest AP?

OK we have 4 Linksys WAP54G AP's in the building. We have them on non-overlapping channels 1 - 6 - 11, and we need the wireless devices to auto select the closest AP with the strongest signal. We have Dlink USB Ae's but they seem to stick to one channel and one AP unless we rescan. Even after a rescan we are not assured of the strongest AP - can anyone shed some light on this problem and / or highlight some equip that can help us.

Dlink AE? Is that the wireless nic? Are the wireless drivers up to date? Specific older Intel 2200 drivers don't roam very well. Perhaps your's are the same. Do they have any tunable roaming paramaters in the nic driver? Cisco nd Intel drivers do.
