how to secure network?

Say for example I have physical ethernet ports available throughout my office but I don't want just anybody to have open access to the internet through my network.

Since WEP/WPA only applies to wireless networks, what kind of security mechanism is available for hardwired connections?
 
WEP/WPA provides security/encryption between a wireless router and client. It doesn't impose any router rules.

You want to set up some router rules. You need to do a bit of reading on it. You need to have privileged access to your router. Many of the routers now have GUIs. That should make your task easier.

Anyway, you should be able to limit some physical ethernet ports to internal access only while allowing others external access. Its up to you (the responsible person?) to document the physical port/office jack info...
 
You could use NAP (from Microsoft) or NAC (from Cisco).
Also 802.1x might help you out (using certificates on the clients).
All these solutions are not very easy to setup :-(

Maybe a "captive portal" like Chillispot can help as well. Even though it is more for wireless networks, it can be used for wired too.

Do you simply want to deny access to a certain IP address or addresses, or only allow a certain number of IP addresses? What kind of router do you have? Have you tried a firewall???
