How to secure my net from rogue access points

What is stopping someone from bringing in a wireless router (like the kind people use at home to connect to the Internet), plugging it into my network and then allowing unprotected wireless access to anyone in their area? If my network just sees the device as another IP address and does not realize that the box is doing NAT and DHCP for its clients, there is no way to stop it?????
 
The only suggestion I could think of if this is really a worry would be to walk around with something like Netstumbler and see if you see any rogue networks and then track them down.

7 out of 10 times people dont change the default SSID and/or dont turn off broadcast SSIDs ... so they should be pretty easy to find.

The only sure-fire way of doing this is to deploy a wireless IDS/IPS system like AirDefense. ( They can terminate Rogue APs as they are seen and also look for many other issues as well.
