How to RUN ONLY on Dnld/Run Option

I would like to know if there is a switch option for blocking out the Download Option portion of the Windows "Download Now/Run From Location" option.

The purpose for this is a customized webpage wallpaper for a Win98SE environment. Customized Options should be able to Run Only from the Hyperlink. There will be no connection to the web, it will all be local and intercompany on a server-based file location.

Thanks in advance to the potential GURU who answers.
