how to restrict to dialing extensions only

I want to restrict an phone (3901) to dialing internal calls only i.e 4 digits numbers. Note to dial an external 7 digit number, 9 must be selected first.
 
By law the phone must be allowed to dial 911. So that being said normally you would make the lowest NCOS/FRL 0 and dialing 911 would send you to a RLI that would allow a NCOS 0 to dial 911 and nothing else. so there would be programming in LD 90 for SPN 911, LD 86 for RLB and changing the phone NCOS to 0. You would have to verify that there are no other phones with an NCOS of 0 as this change would effect them also. You could use anothe NCOS if it would take less programming changes. To check this you would need to list all the phones by NCOS in LD 81. As you can see this is not a fast and easy thing as there are many factors involved. I would suggest getting a Vendor to do this or you could go look at this website and try to learn NARS/BARS. There is just to many things to check that it is beyond the scope of this Forum.

If you have ESA properly configured you don't need to worry about NCOS/FRL. 911 is enabled by default as it is defined as the ESDN, and the SPN of 911 uses LTERM = YES in the RLB so that entry is not affected by NCOS/FRL as well.

Just another reason to have ESA properly configured. You don't need to worry about phones being blocked from 911 and AC1-911.

But even if they have ESA 911 properly programmed, they can still creat a lot of problem if they don't know what there doing and make a change that effects the whole system.
