How to restrict station to station calling.

Is there a way to restrict station to station calling.
My site is a BH hospital and clients are calling everyone up to and including the CEO.
I'd like to stop this. System is an IP500 V2 11.0.1.0 build 11.

What handset types are in play? Are they calling users using Contacts/Directory as you can hide certain users such as the CEO from showing in directory...just an idea.

In R11 at least (just tested it) you can add a user shortcode 2XX/barred use what ever your first ext# and how ever many X's your length. I don't think it used to work that way, but it does now.
