How to Restrict Specific Incoming calls

I have a 2000 IPS system and need to have the ability to redirect/restrict specific numbers that are coming into our PBX. That is right INCOMING not outgoing. Has anyone had any luck preventing specific type of calls come into their PBX system.

Need to invoke a feture called CID call routing. Where that call is routed to a destination based on the caller id. The destination can be to a annoucement, a station or busytone.
