How to restrict an 800# and re-route to another 800# ?

Does anybody know how to program a BCM 4.0 call security filter to restrict an 800 # and then re-insert another 800 # in its place?????
Any advise would be greatly appreciated!

This can be done with call routing, absorb all in the destination code and insert the new number as the external number of the route.
