how to restrict access for particular junction

we are using ips 2000 and having 6 junction lines. out of six junction lines.. only one junction is having ISTD facility for making abroad calls for which 62 access code has been defined for the users (station nos) who were given for making outgoing junction calls. Problem is now the other station numbers who have not having outgoing facility could also access 62 and making outgoing calls. Could any body help us how to restrict this for general station numbers who were not given outgoing access.
 
I think the easiest way would be just to restrict them in CMD 1201. However if you don't want them to even be able to access the line you would have to tennant the system and create a different numbering plan with 62 missing Cmd 201 for example and then assign it to the appropriate extensions by changing their tennant number in Cmd 1204 and associating that tennant number with the new number plan in cmd 29
